The role of external factors and stable parameters Environmental policy-making does not take place in a vacuum, it is not a phenomenon which is isolated from other societal processes. On the contrary, it is affected by political, social, technological, and economic events that take place outside the environmental policy-making process.

A central question that arises is: should systemic change be seen as an external event or a change in a stable parameter? The answer must be the latter because systemic change is a change in the basic constitutional structure. The difference between external events and relatively stable parameters is not that the former change and the latter are stable.
