It is easier for, say, psychologists to criticise the theories, methods and findings of economists and sociologists than to adjust their own theories and methods in the light of advances made by other disciplines. The experience of directing The Learning Society Programme also suggests that researchers funded by the public purse have an obligation to develop their policy recommendations more than at present in order to meet policy makers half way. Claiming, for instance, that a particular finding has ‘implications for funding’ is of little help to anyone.

A number of projects reported the emergence of new divisions: for example, in the labour market,Ashton et al point out that “such a substantial section of the labour force as female part-timers [are] without access to the means of enhancing their skill levels” (Chapter Six, this volume); the polarisation being created by policy which separates those who can find work from those on welfare who cannot, so that adults with learning difficulties who in the past were ideal workers for certain types of jobs are now retained in endless ‘circuits of training’ (see Riddell et al, Chapter One, this volume); and changes in the pattern of further training at work which systematically disadvantages those adults with young children (Hewison et al, Chapter Five,Volume 1).

It is also not widely appreciated in the UK just how far other countries in Europe and beyond are outstripping our attempts to create a culture of lifelong learning. For instance, in comparison with paramedical staff in the NHS in the UK, who receive five days in-service training per year, in Denmark all employees are currently entitled to six weeks educational leave per year, which includes two weeks vocational training: “To avoid conflict between the employers and unions they agreed that both employees and employers were able to describe the skills they needed” (Ashton et al, 2000, p 8).
