Unlike in postwar Japan, democracy came about in Korea only after a prolonged struggle. It failed miserably in its first attempt, the formal democratic institutions that were adopted in 1948 at the creation of the republic proving too feeble to withstand the dual challenge of war and economic devastation, and the autocratic impulses of the first president, Syngman Rhee, and his supporters.
