However, this did little to convince the opponents. Nor did the fact that there were not enough qualified childcare workers in Hungary to staff the expected number of family day care homes. After much debate, a compromise was reached. It was decided that family day care providers should receive some training, but that to legislate for a childcare qualification would at this stage deter people from applying for a license. Thus to become licensed family day care providers must attend an introductory training course but there is no legal requirement for them to have a childcare qualification.
Some women were looking after one child of a neighbour as a favour and intended to stop working as a Tagesmutter once the child had outgrown the need for their care. Others financed their studies with family day care. These women were less responsive to the offer of training or other more formal support measures. The other direction is women’s attempt to team up with another Tagesmutter and to re-interpret family day care as mini-nurseries, loosely connected to the private space of their family home.
At the same time, the rapid increase of women working as Tagesmütter has to be seen in the context of these structural changes. The women who had been working as Tagesmütter before unification have now become self-employed within the legal framework of the Children and Youth Service Act. The advantage is that formal support from the Jugendamt and the German family day care association is available. This may be beneficial for the business side and for their daily work. Yet the application of the legal framework intended to encourage good quality childcare provision also means a restriction on the number of children, and a constraint on earning power.
