1 A planning framework for strategy Source: Johnson and Scholes (1993: 23) internal analysis is undertaken to determine the organisation’s strategic capability, through resource and strengths and weaknesses analysis; stakeholder expectations, internal culture and power relations within the organisation are determined. Strategic choice then generates and evaluates strategic options, and selects the relevant strategies. Strategy implementation translates the chosen strategies into action, through resource planning, reviews of organisation structure and the development of systems.

It is the view of the participants that management pressure gave rise to the system’s failure to deliver the hoped-for benefits at an operational level. According to Ackoff, idealised design facilitates participation, helps in generating consensus, stimulates creativity, and enlarges the designers’ conception of what can be implemented.
