In fact, as comparative studies of child protection systems have demonstrated (Hetherington et al. 1997), children’s rights are given rather less prominence in the United Kingdom than in some other European states, with children being offered very little choice about which services they wish to receive and being allowed only a limited say in decisions that concern their welfare. Utting (1997) supports the British Association of Social Workers’ (BASW) call for a set of legal rights applying to all children living away from home, and the recognition that children in institutions have a legal right to be free from assault might serve to shift perceptions of the status and moral worth of the child in institutional care.
It is perhaps in the residual nature of the service that alternative models for conceptualising residential care for children can be found. Many of the recent research studies into residential care explore the possibilities for integrating the work of residential homes with the care provided to children in families and foster homes. Berridge and Brodie identify an ‘integrated model’ (1998:167) based on the role of specialist homes offering short breaks to disabled children. They argue that these homes conceptualised their task as ‘a service’ (1998:169) for children and families, and demanded specialist skills and interprofessional work from staff.
