In fact, I believe law enforcement overwhelmingly attracts people who want to do good for a living—people who risk their lives because they want to help other people. They sign up because they want to help all people. And they do some of the hardest, most dangerous policing to protect people of color. But that leads me to my third hard truth: something happens to people in law enforcement.

In the thirteenth century, night watch systems developed in urban England to protect the streets during hours of darkness. From the thirteenth century until the seventeenth century, there was minimal development in the concept of policing. During that period, it was presumed that each citizen had a duty to protect the laws of England. Often, this meant that citizens with resources used the law to enhance their own opportunities for enrichment. By the seventeenth century, the chief law enforcement officials in the urban areas of England were the magistrates, who presided over the courts, ordered arrests, and investigated suspected criminal activities.

Police officer salaries remained low and promotions continued to be based on the politics and personal preferences of the administrators. In 1919, Boston police officers affiliated with the American Federation of Labor. In September of that year, the officers voted to strike for better working conditions.
