In the same year, Philadelphia required its officers to wear badges on the outside of their coats; it would be another four years before the full uniform was worn in that city (Fosdick 1969, 70–71). Educational or experience requirements for the new recruits were negligible, and training in the ways of police work was likewise trifling and slapdash. The new uniforms adopted by many departments possibly brought about a more military style of training, and they certainly provided a very visible presence on the street.
The strategy that evolved and that was promoted by such noteworthy figures as J. Edgar Hoover, O. W. Wilson, and William Parker was successful in its attempts to maintain order but also created a distance between the police and the communities they served. The professional model of policing proved unable to maintain social order during the social turbulence of the 1960s, as tensions over racial and gender inequality and the Vietnam War continued to create a chasm between the mostly white, middleclass male police and a citizenry that was becoming increasingly diverse.
