The change was not immediate, as Gorbachev himself was learning and changing his own views of the Third World in the process. And there were also political constraints on him, just as there were in other spheres of policy, so he had to move gradually, looking over his shoulder. In 1986, the old cadres still dominated the Central Committee, and Gorbachev had to be careful not to look as if he was abandoning Third World allies. He was especially sensitive to such charges about Cuba, Vietnam and Angola.
