In the three English pilot authorities the lead officer came from a practice background while in the Welsh authority the lead officer had a business/administrative background. Two authorities (the Shire County and the London Borough) released the lead officer of all other duties.

The impact of the Integrated Children’s System in the London Borough appears mixed: some documentation was completed more fully, for other documents the quantity and quality of recording remained unchanged, and some were completed less comprehensively. In the Shire County an external software consultant was commissioned to develop their IT system. This was the last of the three authorities to implement and only completed implementation three to four months before the second audit was undertaken.
