50 / LEARNING, PRACTICE AND ASSESSMENT AN INVITATION TO A DIALOGUE If the portfolio is to be an instrument of both learning and assessment, it needs to be construed as an invitation to a dialogue. It is a discussion which the learner has with him- or herself, a kind of reflective soliloquy. In common with a soliloquy, we all know that this dialogue with oneself, though seemingly private, is held before an audience. It is not just the content which is important, but also the quality of the dialogue as a dialogue.

Learners submit their work to assessment systems which have the power to make judgements, and these judgements can find the learner wanting. Similar imbalances are to be found in practitioners’ own work, where they are expected to develop empowering partnerships with service users, clients and patients. How can the assessment arrangements and methods ensure that learners experience the assessment as one which leaves them feeling more rather than less powerful, while respecting the need for external scrutiny of professional practice and, ultimately, the sanction of failure to license for practice?
