Then God puts His Spirit in them. First, He talks about giving them one [undivided] heart as well as a new spirit (11:19). God will also take out the heart of stone that was insensitive and hardened to the Word and the Spirit of the Lord. ) Then as they walk in obedience and faith, they will truly be God’s people, and He will be their God (11:20). In Isaiah 61:1 this same Servant of the Lord12 says of himself, “The Spirit of the Sovereign LORD is on me, because the LORD hath anointed me to preach [bring] good news to the poor [meek, humble]. ” He also proclaims “the year of the LORD’s favor [the year or time of God’s favor shown by His blessings] and the day of vengeance of our God” (61:2). Again, Isaiah, like Joel, does not see the time gap between the first and second comings of Christ. The emphasis in this passage is, however, on the year of the Lord’s favor, on the good news the anointed Servant brings.
